Penerimaan pajak nonmigas pada tahun depan ditargetkan mencapai Rp 1.511,40 triliun. Jumlah ini ditetapkan dengan asumsi nilai tukar di level Rp 14.500 per dolar Amerika Serikat (AS).
Angka Rp 1.511,40 triliun tersebut masuk ke dalam Rancangan Undang-Undang Anggaran Pendapatan dan Belanja Negara (RUU APBN) 2019. Pemerintah dan Badan Anggaran Dewan Perwakilan Rakyat (DPR) saling setuju dengan target ini.
Kepala Badan Kebijakan Fiskal Suahasil Nazara menyatakan, target pendapatan pajak nommigas tersebut menunjukkan pertumbuhan 16,6% (year on year / yoy) dari outlook APBN pada tahun ini.
“Pertumbuhan itu cukup menantang karena kondisi ekonomi makro tahun depan pertumbuhan akan meningkat tetapi terbatas,” katanya di Gedung DPR RI, Jakarta, Rabu (19/9).
Target penerimaan pajak nonmigas terdiri dari Pajak Penghasilan (PPh) Nonmigas Rp 828,29 triliun, Pajak Pertambahan Nilai (PPN) dan Pajak Penjualan atas Barang Mewah (PPnBM) Rp 655,39 triliun, Pajak Bumi dan Bangunan (PBB) Rp 19,10 triliun, serta pajak lain Rp 8,61 triliun.
Selain itu, dengan asumsi kurs Rp 14.500 per dolar AS maka target penerimaan kepabeanan dan cukai dipatok sebesar Rp 208,82 triliun. Jumlah ini meningkat tipis dibandingkan dengan angka di dalam Nota Keuangan 2019 sebesar Rp 208,67 triliun.
Oleh karena itu, total penerimaan negara dari perpajakan nonmigas pada tahun depan turut meningkat menjadi Rp 1.720,22 triliun. “Namun ini belum komplit, masih ada parameter lain,” kata Suahasil.
Perubahan target juga terjadi pada PPh Migas menjadi Rp 63,54 triliun. Angka ini lebih besar dibandingkan dengan Nota Keuangan 2019 sebesar Rp 62,28 triliun. Untuk target produksi siap jual (lifting) minyak pada tahun depan disepakati 775.000 per barel.
Angka-angka tersebut memposisikan keseluruhan target penerimaan negara dari perpajakan mencapai Rp 1.783,76 triliun, lebih tinggi dari Nota Keuangan Rp 1.781 triliun. Adapun, rasio pajak dalam RUU APBN 2019 dibidik 12,11% atau naik dari target tahun ini 11,6%.
